The Dayton City Council approved two infrastructure items at its Aug. 12 meeting: a feasibility study and engineering proposal for traffic signals at two busy intersections near Dayton Parkway, and plans-and-bids authorization for a Territorial Road water-main extension to serve a private property owner.
City Engineer Jason Quisberg summarized the traffic-signal proposal, which targets two intersections with growing traffic (approximately 6,000 vehicles per day in the corridor). Staff estimated design and construction at about $1.5 million total (roughly $750,000 per intersection). The council approved moving forward with a feasibility study and the associated engineering proposal; staff noted special-assessment procedures and coordination with Hennepin County and MnDOT would be necessary if the city used those funding tools.
Separately, council considered a ~1,700-foot water-main extension on Territorial Road to provide water service for Dayton Storage. Staff estimated the project at about $450,000. The property owner agreed to fund up to $500,000 and had transferred escrow funds; council approved plans and authorized advertising for contractor bids with a schedule that targets bid opening Sept. 3 and award Sept. 10.
Council voted 5-0 on the signal-study authorization and 5-0 to approve the Territorial Road plans and bidding schedule. Staff will coordinate county/MnDOT standards, special-assessment feasibility and stakeholder outreach for both items as they move toward detailed design and potential construction.
