Council members asked about construction limits, the concrete ribbon curb detail and whether the proposed curbing would reduce parking counts; staff said the ribbon curb is a shallow, flat border intended to meet code without large regrading and that the lot could be expanded later if needed.
The council moved to approve the contract award to the low bidder (OMG Midwest) and directed staff to coordinate temporary changes to school drop‑off and pick‑up during construction. The project timeline and contractor mobilization will be set once contracts are executed.
