The Dayton City Council approved an interim use permit for Magnus Veterans Foundation to use yard and field space at 16861 North Diamond Lake Road as an event center for occasional fundraisers.
Staff reported the property can accommodate roughly 500–600 cars on grass and noted the city’s parking‑surface code normally requires improved parking; staff compared Magnus to other area event uses that rely on grass fields. Magnus representative Bob Daskoviak said the organization’s events are principally fundraisers and that this year they expect two larger events and perhaps one next year.
Council discussed amplified music. City code allows event hours to extend later in the evening in general, but an ordinance provision bars outdoor amplified sound after 8 p.m. The Magnus representative said the organization had sought rare exceptions for recent events; staff and council agreed that future amplified‑sound exceptions should come back to the council as individual requests so the council can weigh neighborhood impacts.
Council approved the IUP (motion and second) and clarified that amplified outdoor music beyond 8 p.m. would require a separate council exception; attendees noted county access had been coordinated for site ingress and egress.
The IUP will remain subject to compliance with event‑management and emergency‑access plans and standard nuisance and parking conditions.
