The Dayton City Council opened a public hearing on two Economic Development Authority resolutions and approved both, making a single adjustment to staff liaison language.
City staff said the first resolution formalizes how the EDA is organized and the second resolution technically reappoints current members so their terms align with the revised structure. Council and staff discussed confusion arising from bylaws adopted in 2021 that created successive 4-, 5- and 6-year terms; that approach had produced multiple seats clustered for reappointment in 2025.
Councilmembers said they wanted to avoid having three EDA seats expire in the same year and suggested staggering future appointments so one seat, then another, come up in different years. The council also debated whether the city administrator or the community-development director should serve as the EDA liaison. After discussion, the council moved to amend Section 4.1 to change the liaison role (staff to make the specific language change) and adopted resolutions 37-24 and 38-24 with that change.
“...there are two resolutions,” staff said while explaining the technical reappointments; later the council agreed changes could return for final confirmation if members wanted to accept longer terms.
The council approved the motion to adopt the two EDA resolutions with the noted change by roll call, 5-0. Staff said any further tweaks (for example, clarifying term lengths in the text) can come back to council for finalization.
