City staff updated the Economic Development Authority on a major southwest Dayton project on the 'Robert' property. The developer has proposed a multi‑phase project totaling about 650 residential units and a small commercial node along Dayton Parkway that could include a gas station and roughly 10,000 square feet of retail in later phases.
The project is subject to an Environmental Assessment Worksheet (EAW) because the unit count exceeds thresholds that trigger environmental review; staff said the EAW is in the public comment period and will be reviewed by staff and consultants before returning to the planning commission and council as a preliminary plat. Staff estimated the full build‑out could take several years and phased construction is likely, with the first phase anticipated to be one apartment building.
“It's a very extensive [EAW] that looks at everything from air quality to water quality to soils and different pollutants,” staff said, urging members to submit comments while the EAW remains open to public input.
Next steps: staff and consultants will compile comments from the public comment period and return the project to the planning commission and council for further review and possible preliminary‑plat hearings.
