He said a joint‑powers agreement could assign maintenance responsibility if the pond remained outside the Dayton boundary.
Councilmembers pressed on what Dayton would receive in return. Several members said two houses and an oversized pond do not justify changing municipal boundaries and that accepting the pond could increase Dayton’s maintenance responsibilities unless Champlin agreed to ongoing upkeep.
Staff and the developer discussed access and county requirements for driveway spacing; the county typically allows a single access in that area, and the developer said the plan reflects that constraint. Council members also noted concerns about reduced lot sizes and the road alignment near County Road 121.
After discussion, council signaled it was not open to annexing the two acres as requested. Developers said they would proceed with a single‑family home option on the Dayton parcel if annexation is not acceptable.
