Staff told the commission the applicant plans to demolish the existing dwelling and build a new single‑family home. Under the A‑1 rules the lot’s maximum impervious surface is about 10 percent; the proposed new house would exceed that and better match the R‑1 lot standards, staff said. The planner recommended approval, and the commission agreed.
Commissioners asked about utilities. Staff said city water will be provided via an easement from an adjacent property; the new home is expected to rely on private septic onsite rather than a city sewer connection. A staff memo noted a nearby zoning‑map anomaly on an adjacent cul‑de‑sac that commissioners asked staff to correct in a future map cleanup.
Commissioner Dern made the motion to approve the rezoning and Commissioner Nick seconded; the motion carried 5–0. The commission’s recommendation will go to the Dayton City Council for final action at its Sept. 24 meeting.
