Planning staff (Speaker 16) presented a zoning map amendment request to change 11321 Elm Creek Road from A-1 (agriculture) to R-1 (single-family residential). The request stemmed from a building permit to demolish an existing home and replace it; staff said the proposed rebuild did not meet A-1 lot standards but did meet R-1 requirements. The planning commission held a public hearing on Sept. 5 and unanimously recommended approval; staff recommended that same action.
Council members asked why only that lot was before the council rather than a larger map amendment; Speaker 16 explained property-owner consent drives rezoning requests and adjacent A-1 lots would remain legally nonconforming unless owners petitioned to rezone. Speaker 4 moved to approve, Speaker 3 seconded, and the motion passed on a 5-0 voice vote.
