The Dayton City Council voted 5–0 to approve a package of land‑use actions for a large Parkway neighborhood project on the southwest corner of I‑94 and Dayton Parkway: a comprehensive plan amendment, a zoning map amendment to a mixed‑use district, a planning unit development and a preliminary plat for initial roadway and Lot 1 construction.
Staff described the current application as a phased project that could ultimately include roughly 650 apartment units with an initial 80‑unit building as phase one. The council’s approval of the preliminary actions was conditioned on obtaining required Wetland Conservation Act and related technical approvals before final plat and construction of required off‑site and emergency access improvements.
Developers described recent plan revisions that reduce wetland impacts by shifting some buildable area south of the road and avoiding wetland fills other than what is necessary for the roadway. Staff and the developer emphasized coordination with the technical evaluation panel (TEP) and U.S. Army Corps of Engineers on wetland mitigation; staff recommended that final plat approval remain contingent on those external approvals.
Council discussed trailhead and regional trail obligations, tree preservation and parking standards. Developers agreed to provide trail connections and to work with 3 Rivers Park District on a regional trailhead; the project includes commitments on parking stall counts, some larger stalls for trucks, and EV‑ready provisions for surface stalls.
The council approved the requested amendments and preliminary plat with conditions and directed staff to draft development agreement language that ties final plat approval to wetland and Corps approvals and clarifies who builds temporary emergency access if needed. The motion carried 5–0.
