Wyoming awards $1.48 million construction contract for 2024 street improvements

The Wyoming City Council voted Aug. 20 to award the construction contract for the 2024 Street Improvement Project to A1 Excavating for $1,475,560, covering the base bid plus two alternates that include trail work in Virgis Park and full curb removal on Goodwin Lane.

"We did receive 7 total bids, with A1 Excavating being the low bidder," Mr. Erickson told the council, explaining that a bid addendum and scheduling flexibility drew additional bidders and that alternates were used to evaluate park-adjacent work.

Council members pressed staff on how the low construction bid compared with prior feasibility estimates. "So, basically we went from a $2.6… project down to a $1,475,000 project," one council member said; Mr. Erickson clarified the reported figures were construction-only and did not include design, inspection, survey, bonding or other soft costs. "It's probably closer to a $2,000,000 project when we're done," he said.

The motion to approve the resolution and award the contract was made by Member Schilling and seconded by Member Luger; the council approved the motion by voice vote with no opposition recorded.

City staff said final assessment amounts to property owners will be calculated and presented at the assessment hearing; staff also said they will coordinate final bonding amounts with the city's financial advisor before the planned bond sale in the fall.

Next steps: city staff will execute the contract with A1 Excavating, with work expected to start in September and the contractor indicating an intent to complete this year if scheduling allows. The council will consider final assessment figures at a later hearing.
