Wyoming updates food-truck rules to mirror state 21‑day-per-location limit

On Dec. 17 the Wyoming City Council adopted an ordinance amending City of Wyoming Code Chapter 12, Article 4 to align the city’s mobile-food-unit licensing with a change in state statute referenced in the hearing (transcript cites "chapter 157 subdivision 9, 1").
City staff (Mister McFarland) said the main change prohibits mobile food units from operating more than 21 days annually at any one location. The revised application and fee schedule create two licensing options: (1) a per-year license allowing operation up to 21 days total within the city (the city will not track location because the total is capped at 21 days), or (2) a year-long license in which the operator lists planned locations and the permit ensures no single location is used for more than 21 days. Staff also listed proximity limits (operators cannot be within 200 feet of an existing coffee shop or restaurant) and said fees will be set in the 2025 schedule.
Member Yeager raised a question about whether operators could keep moving a truck around town to extend total operating days; staff answered that the rule applies per location and that the application requires operator locations for year-long licenses. Council voted to adopt ordinance 20240401 and then approved a resolution authorizing summary publication of the ordinance.
What happens next: staff will implement the updated food-truck application, publish the ordinance summary as authorized, and apply the new fee schedule for 2025 licensing.
