The City Council approved the Millstream Arts Festival’s annual permit and an associated street closure for setup and cleanup, the council decided by voice vote.
Mary DeGiovanni, speaking for the festival, said the tents and layout would be the same as last year. The event day is scheduled from 11 a.m. to 5 p.m., with the city-authorized closure window for vendor setup and cleanup running from 6 a.m. to 7 p.m. DeGiovanni said the layout change made in recent years — returning tents to the curb line — worked well and the festival did not function as a heavy-drinking event.
Councilors raised pedestrian and traffic-control questions similar to the earlier special-event discussion; staff and organizers said crosswalks and prior volunteer management had helped keep pedestrian flow manageable. The motion to approve the permit and street closure carried by voice vote. Staff will monitor event traffic and may recommend additional measures if needed.
