St. Joseph council approves Rocktoberfest permit with street closures after safety debate

The St. Joseph City Council approved a special-event permit for Rocktoberfest, scheduled for Sept. 28 in the church parking lot at Minnesota Street and College Avenue, including street closures from noon to 11 p.m., the council decided by voice vote.

Councilors and organizers spent the public hearing focused on safety and crowd control. Chrissy Asgar, who identified herself as the event chair, asked why the written staff recommendation differed from what she expected and noted she had taken over running the event. "I took over as the chair of this event," Asgar said, and asked for clarification of staff guidance on parking and closures.

Public-safety concerns were central to the discussion. Dwight said crowd size estimates varied but that last year’s 1,200 estimate could grow to about 1,500 and that, based on last year’s experience, his "minimum threshold" for staffing would be two officers though staff had recommended three. He added that attendance could exceed 1,500 depending on weather and other factors; the council and staff treated those attendance numbers as estimates.

Council members and organizers discussed options to reduce vehicle-pedestrian conflict during drop-off and pick-up, including blocking a section of Minnesota Street and directing traffic via major intersections instead of alleys. Organizers said the festival footprint is mostly unchanged from last year and that the sidewalk along College Avenue would remain open.

After discussion, a council member moved to approve the special-event permit and the proposed street closures as amended; another councilor seconded. The council approved the motion by voice vote. The motion carried without a recorded roll-call tally; council staff will finalize closure logistics and coordinate with public-safety personnel before the event.

The council’s action authorizes the permit and the temporary street closures; it did not specify a final officer staffing plan or a numeric attendance cap. Those operational details were left to staff and the event organizers to resolve before the event date.
