Navajo County supervisors approve outdoor fire ordinance changes, multiple contracts and $68,000 Taylor match

The Navajo County Board of Supervisors on Friday approved a set of routine items including an amendment to the county's outdoor fire ordinance, the award of two procurement contracts and a $68,000 intergovernmental match for a town drainage project.
The board adopted amendments to Ordinance 01-19, the county’s outdoor fire ordinance, after a presentation by Ms. Jenkins, who told supervisors the changes are minor and intended to align county language with federal forest and state restrictions. Jenkins said the amendments add definitions (including for explosives and firearms) and relocate exemption language to sit directly beneath the corresponding prohibited item. No members of the public spoke during the public hearing and the board approved the amendment by voice vote.
On procurement, the board approved contract B24-12-013 to retain an employee benefits consultant and recommended awarding the one-year contract with up to four one-year renewal options to the Mahoney Group. Staff told the board one sealed proposal was received and the evaluation committee recommended Mahoney Group; the board approved the award by motion and voice vote. A supervisor thanked Eric (county staff) and Mahoney Group for efforts to keep employee rates low.
The board also approved a multiple-award annual roadway materials contract, B25-01-010, to a set of local and regional suppliers including Brimhall Sand, W.W. Clyde Co., Perkins Cinder Inc. and Shanks Development. Public Works staff (Mr. Mondo) said the multiple awards ensure geographic coverage, availability and convenience for maintenance operations; the contract was approved effective March 28, 2025.
As the Flood Control District, the board agreed to an intergovernmental agreement with the town of Taylor to provide up to $68,000 toward the required local match for a railroad-grade drainage project that has FEMA grant funding. Supervisor Flake said the project is nearly complete and described the detention basin and outlet work; Supervisor Seymour asked about flood control fund balances and urged more county-directed flood-control spending in communities that do not receive FEMA grants.
The board also authorized consideration of outside legal counsel for a tax appeal by Walmart, approving a motion to consider hiring attorneys Jeffrey Messing and Jim Ball of Ball, Santen & McLaren PLC to represent Navajo County in case TX-2024-000400 concerning a property in Taylor, Arizona.
All actions above were taken by motion and voice vote during the session. The meeting then continued with routine county business and adjourned.
