Dimmit County commissioners approve CDBG interlocal agreements, grants and road contracts; multiple procedural approvals carried

Key approvals included authorizing the county judge to sign interlocal agreements with the Texas Department of Agriculture for Colonia planning and development projects and awarding an interlocal agreement to Mineral Rio Grande Development Council to advance the county’s CDBG applications. County staff described the Colonia application as potentially involving a $1 million allocation with at least 51% required for water or sewer infrastructure and a second community-development award of $750,000.
The court accepted a $20,000 grant from the Texas Forest Service to buy a slip-on skid unit for a brush truck and later approved purchase of a separate skid unit for $27,500. The court also approved travel and training requests, including sheriff and emergency trainings in San Marcos and other locations, and reimbursements for JP staff to attend CJIS training.
On procurement, the commission awarded Steakhouse Road to J and J Excavating (low bid recorded at $386,792.70) and awarded Diamond H Ranch Road work per staff recommendation; it approved routine claims and payroll items brought forward on the claim docket. Several agenda motions were made, seconded and carried with recorded "Aye" votes; where recorded, motions passed with unanimous or majority support and occasional abstentions noted on the record.
Next steps: awarded contracts will proceed with project administration and grant applications will move forward with required state follow-up; the court did not set additional county-level funding beyond advertised bidding and grant application steps at the Nov. 18 meeting.
