The Rowlett Planning and Zoning Commission on Aug. 27 conditionally approved the Avalon Veil Development replat, contingent on the applicants’ receipt of a block‑length warrant and correction of the city approval certificate language.
City planning staff told commissioners the replat covers roughly 9.532 acres southwest of Dalrock Road and Sunset Boulevard and that two blocks in the proposed layout exceed the form‑based code’s 400‑foot maximum block length. "The warrant is for the block length," staff said during the presentation, noting the blocks as presented are in excess of the 400‑foot limit and that the warrant request could be on the order of "a little over a thousand feet." Staff recommended the commission approve the plat only after the required warrant is issued or as a conditional approval tied to that warrant.
Commission discussion focused on practical options: approve outright, deny (which would require reapplication), table, or approve with conditions. Staff emphasized that if a subdivision complies with zoning and subdivision ordinance requirements, approval is generally required, but the requested administrative warrant for block length is a separate requirement that must be resolved. "If they comply with the zoning and they've met all of our subdivision ordinance requirements, then you are required to approve the plat," staff said.
A commissioner moved to conditionally approve the replat with the condition that the city receive the approved block‑length warrant; a second followed. Commissioners also amended the motion to require a correction to the city approval certificate so the signature block reads "Chairperson, Planning and Zoning" rather than "Director, Planning" before recordation. The motion carried by raised‑hand vote.
The conditional approval means the plat will move forward administratively once the requested block‑length warrant is issued and the certificate wording is corrected, unless the matter is later returned to the commission for additional warrants. The commission’s action will be recorded in the final plat when the outstanding administrative items are resolved.
