"We manufacture products in the United States that are made to keep the outside out and the inside in," Bartkowiak said, adding that Garland offers up to 40‑year no‑dollar‑limit warranties and that restorative roofing work can "save up to 45%" compared with full tear‑offs. The judge and commissioners asked Garland to assess leaks at the county annex; the judge noted procurement rules that require formal competitive bids for projects that exceed $50,000.
