Frio County commissioners voted Dec. 4 to approve multiple ARPA subrecipient agreements allocating county ARPA funds to a set of nonprofit and community organizations.
County Auditor Crystal Marquez presented the agreements individually as requested by the court. Commissioners approved agreements with the Frio County Junior Livestock Show, the Alamo Area Council of Governments, CASA of South Texas, the Children's Alliance of South Texas, the Community Council of South Texas, the Frio County Child Care Board, Meals on Wheels of San Antonio, the San Antonio Food Bank and the Pearsall Chamber of Commerce. Each item was moved, seconded and approved on the record.
County staff noted the contracts are separate and the court chose to vote on them individually to keep the record clear. The court also addressed a related procurement matter: a state contract referenced in one procurement (agenda item 11) was pulled by the state for amendment and that item was tabled pending updated contract language.
The approvals authorize the county to execute subrecipient agreements consistent with the ARPA funding framework; the motions approved the specific agreements presented but did not include additional appropriations beyond the terms shown in each contract packet.
Commissioners did not provide an itemized breakdown of the amounts for each subrecipient in the verbal record; the approved motions were recorded as passing.
