Assistant City Manager Christoph Bauer said the city expects a HUD formula allocation of about $300,000 for FY2024 and recommended continuing similar program allocations to prior years (public facilities and targeted public services).
Staff noted a recent drawdown by the Salvation Army of allocated funds and explained that CDBG dollars are restricted to projects and census blocks that meet the HUD low‑to‑moderate‑income thresholds (areas below 80% of area median income). Proposed uses for the year include alley improvements in designated low‑to‑moderate‑income areas and continuation of an after‑school downtown program focused on juveniles. Administrative costs of $60,125 were confirmed to cover grant administration and not city general‑fund expenses.
Deputy Mayor Pro Tem Schindler moved to adopt the action plan and authorize the city manager to submit required documentation to HUD; Council approved the resolution unanimously.
