Rowlett council sets proposed FY2025 tax-rate ceiling, schedules Sept. 17 public hearing

Wendy Bagee, a city staff presenter, told the Rowlett City Council on Aug. 6 that staff recommends publishing a proposed voter-approval tax rate of 0.778612 for fiscal year 2025 and scheduling a public hearing on Sept. 17, 2024.
Bagee said the proposed 0.778612 rate is composed of a 0.540262 operations-and-maintenance rate and a 0.23835 interest-and-sinking (debt service) rate per $100 of taxable value. She explained that Dallas County calculated the city’s no-new-revenue rate at 0.692442 and the voter-approval rate at 0.778612; publishing the higher number establishes a ceiling for later budget deliberations rather than adopting the final rate tonight.
Deputy Mayor Pro Tem Tim Schinder moved to approve a resolution calling for the public hearing and to publish the voter-approval ceiling; the motion was seconded and carried unanimously. Council members emphasized that publishing the ceiling does not obligate them to adopt that maximum rate during the September adoption process.
Why it matters: Truth-in-taxation procedures require local taxing units to publish proposed rates and provide public notice before final tax-rate adoption. The public hearing scheduled for Sept. 17 will be the city’s opportunity to hear taxpayer comments before the council considers adoption at a later meeting.
Next steps: The council will hold the published tax-rate hearing on Sept. 17, 2024, and staff indicated the council may consider adopting a final FY2025 tax rate at a special meeting on Sept. 18 if needed.
