At the Nov. 12 meeting city finance staff described a proposed purchasing‑card (P‑card) program that would replace the current credit‑card/PO workflow for many small, routine purchases. Staff said the city could piggyback on a Texas payment card consortium established by the City of Fort Worth and use JPMorgan Chase as the bank partner to avoid running a separate RFP.
Under the plan, departments would receive cards and be allowed to make purchases up to a spending threshold that staff will establish; the city would retain policy controls, require prudent purchasing and encourage shopping at local vendors where feasible. Finance staff said the Chase online portal would help the city reconcile and record transactions and reduce approval steps currently required for low-dollar purchases.
Council members asked questions about controls, thresholds and oversight. The council voted to authorize the city manager to enter the participation agreement and directed finance to define card limits and administrative controls before broader rollout.
Next steps: Finance will present proposed spending thresholds, card issuance procedures and reporting requirements to council or a designated oversight committee.
