Christophe Bauer (city management and project staff) explained the two‑step selection process (qualifications then price) and said Swinerton’s overall package was approximately $2.5 million lower than other finalists in the comparative evaluation. Staff requested authorization to begin preconstruction services (a flat preconstruction fee was discussed, and $30,000 was referenced as the typical preconstruction fee), with the guaranteed maximum price (GMP) to be brought back near the end of the construction‑document phase.
The timeline shown to council included a GMP development toward the end of design, a targeted groundbreaking in April 2025 and a ribbon cutting in fall 2026 (staff warned those dates could shift). Council members on the subcommittee and the full council praised the selection process and staff work and asked staff to continue detailed oversight of cost estimating and community engagement.
