Frio County commissioners approve equipment purchases, modular office contract and $15M budget allocations

Frio County commissioners on Oct. 2 approved a slate of purchases, contracts and a large capital allocation as part of a special called meeting in Pearsall.
The court voted to close an unnamed county roadway and approved a series of procurement requests including a $23,995 quote for a 2011 Ford F-350 utility truck, a $44,833.07 John Deere commercial mower and other heavy-road equipment. Commissioners also accepted a purchase contract with Vox Modular Corporation for a 36-by-56 modular office building and authorized a 30% deposit of $75,660 to begin fabrication and delivery.
Crystal Marquez, Frio County auditor, told commissioners that delivery and installation of the modular building are included in the contract price and that utilities and site drainage will be coordinated before placement. The court approved the contract and the deposit by voice vote.
The meeting also recorded several sheriffs-office items: the court approved Alvarado Emergency Lightings quote to upfit patrol unit #3238 ($9,587.27) and selected Alvarado to upfit three patrol vehicles for a separate bid of $67,872.12. The court accepted $5,616 in insurance proceeds from the Texas Association of Counties and authorized a $3,137 vehicle repair for a sheriffs Tahoe.
Auditor Marquez announced that the county had received $15,000,000 in proceeds from a certificate of obligation. The court approved a budget that allocates $11,000,500 to parks and recreation facilities (including an arena) and $3,500,000 to a justice-center renovation.
Commissioners and staff discussed procurement timing and policy. Several commissioners said they prefer buying equipment earlier in the fiscal year so crews can put it to work; county staff noted purchasing rules require commissioner's court approval for purchases above established thresholds.
The court approved the items by successive motions and voice votes throughout the meeting. Several follow-up items were scheduled, including final invoice submission and coordination on site work for the modular building.
