Rowlett staff propose reforestation‑fund policy after review of code inconsistencies

City staff reported to the Rowlett City Council on Sept. 16 that the city’s reforestation fund holds a little over $423,000 and recommended consolidating reforestation language under Chapter 98 of the Code of Ordinances.
Staff (Corey Ream and colleagues) said they reviewed other municipal policies and proposed five broad categories for eligible uses: planting on city property, residential tree giveaways, existing tree maintenance, storm‑damage mitigation and a citywide canopy analysis. Staff recommended the fund should not be used to offset a developer’s failure to fulfill its tree‑mitigation obligations.
Council members asked staff to return with clean‑up language that resolves conflicting provisions now split across Chapters 77 and 98 and to bring fee schedule options for council consideration during a future update.
