The Rowlett City Council on Dec. 17 unanimously approved a specific use permit to allow a Chipotle restaurant with a pickup lane at 8201 Lakeview Parkway.
Cory Rimi, the city’s director of community development, told the council the proposal does not include a drive-through speaker or order window but instead provides a pickup lane for online orders. Rimi said the applicant also requested approval of an alternative landscape plan because utility easements along Lakeview Parkway limit planting of large canopy trees; Planning & Zoning recommended the SUP and the alternative landscape plan by a 6–0 vote.
The council opened the public hearing at 7:24 p.m.; no members of the public spoke. Council member Shoop moved to approve the item and Council member Bridal seconded. The motion passed unanimously, 6 to 0.
Under the specific-use permit the project must meet any conditions the council imposed and obtain final construction approvals from the city. The city packet noted required frontage trees and other landscape standards; Rimi said the applicant proposed three canopy trees plus additional ornamental trees to meet tree-count ratios where overhead utilities restrict planting.
The council took the action as part of a routine development agenda and did not schedule further review on the item.
