Rowlett hires Swinerton as construction manager at risk for new municipal complex

Rowlett City Council on Sept. 17 approved a construction-manager‑at‑risk contract with Swinerton Builders for the city’s municipal complex project.
Assistant City Manager Christoph Bowers explained the selection process for the firm, describing a two‑step review (qualifications then price) and noting Swinerton’s experience and a proposal roughly $2.5 million lower than other bidders for the preconstruction services. Bowers said Swinerton’s early involvement will provide price and constructability feedback during schematic and design phases and that the council will later be asked to approve a guaranteed maximum price (GMP) once construction documents reach 70–90% completion.
The proposed initial compensation for Swinerton’s services was described as not to exceed $4,975,806. Bowers said the firm is employee-owned and that staff expects to return to council with a GMP amendment as design progresses; a projected groundbreaking was described as April next year with major site work in fall 2026. Deputy Mayor Pro Tem Schindler complimented staff on the negotiation; council moved to approve the agreement and voted unanimously.
Councilmembers were directed that the GMP will come back for separate council approval when the project documents and cost estimates are finalized.
