Councilmember Britton moved that Rowlett cast its full 35 votes for Franks; Councilmember Reeves seconded the motion. The motion carried six to one. A councilmember raised a concern about nominating an active councilmember to an appraisal‑district board because of perceived conflicts relating to property values.
For the Rockwall Central Appraisal District, the council discussed candidates and expressed support for John Hohenschelt (noting his prior service on the Rockwall EDC and experience). The council moved and unanimously carried a motion to cast all 115 Rowlett votes for Hohenschelt.
Both votes are formal city resolutions authorizing the city’s ballots for the appraisal‑district elections and were approved on the council floor; staff will submit the city’s votes to the respective appraisal districts.
