The council voted to deny agenda items 7g and 7h after more than a dozen residents criticized the proposal during Citizens Input and after extended questioning of the developer and staff. Mayor Pro Tem Winget moved to deny item 7g; Deputy Mayor Pro Tem Schinder seconded and the motion carried unanimously. The council then denied 7h by the same margin.
