Rowlett council denies Grove Community Church Chapter 380 incentive request 6–1

The Rowlett City Council voted 6–1 on Nov. 12 to deny a Chapter 380 economic development agreement requested by Grove Community Church. Charles Meserechus, assistant director of economic development, told council the church applied in August 2024 and requested a Chapter 380 agreement in the amount of $180,226.56 to offset costs the applicant attributed to development processes.
During the presentation the city attorney confirmed the construction related to the request had been completed. Mayor Pro Tem Winget moved to deny the application; Council Member Reeves seconded the motion. The motion carried by a 6–1 vote.
Meserechus said the application was submitted in August and that the requested amount was intended to offset costs the applicant tied to development processes. Council did not direct additional follow-up; the denial means no Chapter 380 agreement will be awarded for this application.
