The Frio County Commissioners Court voted to approve a master service agreement (MSA) with McKinstry Ascension LLC and two addenda to begin work on the Frio County Pond Park renovation.

Project staff said schematic design is complete and the implementation phase is ready to start. The county's ARPA-specific task order for materials was noted as $490,957.94. Presenters described site lighting along the driveway, a new pavilion, trail installation, security cameras (initially lower-bandwidth cameras with SIM cards), conduits for future road-and-bridge needs, an electric-service upgrade and security fencing around equipment. Staff said the total remaining implementation budget target was in the $2.4'$2.6 million range and that design changes were made to ensure ARPA compliance and local forum requirements.

Commissioners approved the MSA and addenda after staff said they had completed legal and third-party reviews. The county will coordinate scheduling and provide updates when the contract is fully executed.
