Wilson County tables proposed collection-facility rate changes after extended public discussion

Wilson County commissioners on Aug. 12 heard a lengthy and detailed discussion about proposed changes to collection-facility rates and then voted to table the item for further work.
Commissioner Russell Keene (precinct 2) introduced an updated fee schedule that would standardize flat rates for trailers and trucks and separate construction materials from loose/bulky trash. Facility attendant and longtime operator Xavier Lucio testified about variability in loads and the financial impact of flat pricing, saying that some customers would pay less and others significantly more under a flat-rate structure and warning of public complaints. “Every time they bring a load, it’s not the same load… So there, we’re gonna make money, but they’re gonna get pissed off,” Lucio said.
Commissioners discussed alternatives including adding a commercial rate, tiering charges by trailer sidewall height, identifying construction material as a separate line item, and whether the county could afford a scale. Several commissioners emphasized the goal of making the facility solvent while providing community service.
Because of stakeholder concerns and the level of detail required to defend charges (for example, tape-measure checks for sidewall height and distinguishing brush from construction materials), the court agreed to table the proposal so staff can return with clearer pricing options and commercial-rate definitions.
What’s next: staff will prepare a revised rate proposal with commercial-rate language, clearer trailer/sidewall definitions, and (if feasible) additional data on container-haul costs and historical charges at the facility.
