Summary
The court awarded the emergency operations center contract to Broadridge/Broadus Construction at $6,260,600; commissioners asked how the $1.3M overrun will be funded and discussed ARPA and civil preparedness funds as options.
The Wilson County Commissioners Court voted to award the construction contract for a new Emergency Operations Center to Broadus Construction (recommended by architectural firm RVK) at a contract value announced in court as $6,260,600.
Commissioners and staff reviewed RVK’s evaluation, which ranked Broadus highest across technical and schedule categories; the firm also proposed an accelerated timeline. Commissioner King moved to award the contract; the motion passed by voice vote.
Commissioner Peridola (transcribed as Peridola/Perdola) raised immediate budget questions, noting the award was about $1.3 million over the project budget and asking where additional funding would come from. County staff and the treasurer said the civil preparedness fund currently holds roughly $700,000 and that the county has previously intended to use ARPA monies for parts of the project. "If we need to use any of the ARPA funds, it would be minimal at this point," staff said, and the court discussed reconvening the ARPA committee to finalize funding allocations.
Commissioners also asked staff to set an ARPA committee meeting to identify how much of the overrun should be covered by ARPA, civil preparedness funds, and interest earned on a previous TDEM award. The judge directed staff to notify the ARPA committee and return with a funding plan.
The contract award is effective immediately; staff will coordinate with RVK and Broadus Construction on the schedule and bring funding recommendations to the ARPA committee and the court as needed.
