Alamo ACOG proposes three-route transit plan; Wilson County approves contingent funding

Sean Scott, senior director at the Alamo Area Council of Governments (ACOG), presented a planning study and a proposed three-route transit design for Wilson County. Scott described an anchor Floresville route operating Monday–Friday from 6 a.m. to 6 p.m., and two feeder routes (La Vernia / Sutherland Springs / Stockdale and Pandora / Stockdale) running one day per week to connect into the anchor service.
Scott provided operating-cost estimates and said the ACOG system average was 'a little over $98 a revenue hour.' He said the proposed Floresville route would require approximately $300,600 in system cost and that ACOG was willing to fund 50% of costs. Scott asked the court for a county match and stressed that other municipal partners would need to participate for the overall plan to be viable.
Commissioners discussed budget impacts and agreed to amend the proposed budget to accommodate an annual county contribution 'not to exceed the amount of $87,269' and to make the county commitment contingent on approval by the other municipal partners. Brenda Trevino said the proposed budget already included $85,000 for transit and would be adjusted as needed.
The court approved the motion, with staff and ACOG to proceed with interlocal agreements and annual grant amendments contingent on partner participation and performance measures.
