Rutland planners open Local Hazard Mitigation Plan for public comment through Nov. 4

Town staff and local emergency-management representatives presented a full draft of Rutland—s updated Local Hazard Mitigation Plan at the Oct. 24 planning commission meeting and opened a public comment period that will close at the Select Board meeting on Nov. 4.
Bill, who is serving as the town—s emergency-management coordinator on the project, said the update incorporates FEMA-required details and a rubric the commission developed to rank hazards by population and financial impacts. He told the commission: "We are now in a public comment period for the next couple weeks... that meeting will close the public comment period, and then we can finalize the plan from there." The draft identifies top local hazards (snow and wind events and localized flooding) and includes maps of buildings located in the floodplain.
Staff urged commissioners and residents to review the posted plan (copies are available on the town website, on Facebook and in Town Hall) and to send comments to Bill or Stephanie at the regional planning commission before 6 p.m. on Nov. 4. Commissioners agreed to divide review tasks to focus on the key pages identified by staff and to submit any suggested edits as part of the public-comment record. Finalizing the plan is tied to federal reimbursement rates for hazard response and mitigation funding; staff said the previous plan had expired and updating it quickly preserves better reimbursement terms.
