John Paul Feignant, the town health officer and second constable, told the Select Board on Oct. 22 that Central Vermont Communications (CVC Paging) provided a sales quote to outfit the new public‑safety building’s server/emergency‑operations room with radio heads, antennas and related outfitting equipment.
Feignant read the number aloud and later confirmed the specific sales quote of $12,770.86. He said the items are needed for the emergency‑operations room and that antennas removed when the prior building was demolished must be replaced for the grant‑conditioned setup. Board members discussed whether existing portable radios could be used as a stopgap and whether the grant covers the full cost; Feignant and Chief Krauss explained the radios for that room are separate from typical apparatus radios and are necessary to receive the grant.
Select Board member Sharon Russell moved to approve the purchase and a second was given; the board voted in favor, and Feignant said he would notify the vendor the next day and put the purchase in the procurement pipeline. The chair noted the purchase is in addition to the earlier $33,000 construction allocation and will come from the capital construction carryover balance.
The board did not provide a detailed procurement memorandum at the time of the vote but asked that the sales quote be circulated; the vendor and the exact line‑item invoice were discussed during the meeting and Feignant said the written sales quote could be provided to board members the following day.
Next steps: Feignant will provide the sales quote documentation and notify the vendor to proceed; the town will record the payment from the capital construction carryover.
