Harrison County auditors and treasurer present FY‑25 opening reports; court approves routine transfers, bills, payroll and multiple contracts

The Harrison County Commissioners Court heard multiple administrative and financial reports and approved routine fiscal actions for the opening of FY‑25.
County auditor (presenting the financial report) described a new requisition submission system rolled out to Road & Bridge and the sheriff's department that assigns a purchase order/requisition number immediately, gives restricted general ledger access to departments, allows attachments to requisitions and helps purchasing process invoices more quickly. Auditor staff said one upload issue was resolved and the county will expand the system to additional departments without extra vendor fees.
The auditor reported October 2024 fund and department summaries: a FY‑25 fund balance of $26,664,017; general fund collections of $68,220 compared with $147,918 a year earlier; October disbursements of $2,528,326 (vs. $1,866,493 prior year) driven by the timing of liability insurance, producing a negative net position for the month of $2,460,106 versus a positive $1,718,575 in FY‑24. Road & Bridge reported October revenue of $50,385 and higher fuel costs and a negative net position for the road fund compared with the prior year.
On motions: the court approved a final FY24 line item transfer for Road & Bridge ($3,399), payment of regular bills in the amount of $487,819.61, payroll for Nov. 17, 2024, and a budget amendment to the Road & Bridge fund under the cited local government code. All votes recorded at the meeting were unanimous where stated (motions passed 5‑0).
Treasurer Miss Rushing presented the county’s October 2024 monthly and investment reports and asked the court to publish them pursuant to Local Government Code §114.026. Highlights included a beginning fiscal year cash/investment figure of $5,927,757.53, receipts of $55,643,545.66, disbursements of $8,520,644.06, and total monthly interest of $36,883.04. The court approved the treasurer's reports and authorized publication.
The court also approved a package of FY24/25 annual contracts and authorizations for local nonprofits and service providers (Children’s Advocacy Center, Martin House, Harrison County CASA, literacy council, libraries, Women's Center of East Texas, American Red Cross, Boys & Girls Club, East Texas Open Door, 12 Way Foundation, Marshall Depot and others) and confirmed the process for ESD contract paperwork.
Other procurement actions included approval of a revised records management policy to name the position "Harrison County Purchasing Agent" instead of an individual, and ratification of a 60‑month lease with Pitney Bowes for a new postage/meter machine (Lease #40903643; quarterly payments $1,156.59) after commissioners questioned the cost increase and timing.
The court moved and approved all listed financial and contract items during the meeting; several items required staff follow‑up for clarification.
