Rutland commission schedules final hearing for Hubbard subdivision after plat revisions

The Rutland Town Planning Commission continued its review of the proposed Hubbard Subdivision on Sept. 12, 2024, after the applicant provided a revised final plat and additional copies for the panel to examine. Speaker 2, who presented the revised materials, said, “I have brought what I believe to be the new final plat,” and walked the commission through easements, proposed lot lines and driveway access.

Commissioners checked the subdivision checklist — including boundaries, bearings, the professional preparer’s name, scales and north arrow — and confirmed most items were present or had been waived where appropriate. The drive access and a Velco (utility) easement drew particular attention; Speaker 4 asked whether the recorded right‑of‑way “over existing drive” actually reached the house and was satisfied after the presenter highlighted the inset map.

Because the commission must publish a legal notice 15 days before a final hearing, the panel could not adopt the plat at the Sept. 12 meeting. Speaker 1 said the commission would schedule a public hearing after the notice runs, and members agreed to hold the public hearing on Oct. 3, contingent on staff posting the required newspaper notice. “We’ll do a public hearing on the third,” Speaker 1 said.

Commissioners also confirmed the locations of the proposed well and leach field on the larger map and indicated that, barring any remaining technical corrections, the mylar and final documents could be filed with the clerk’s office after the hearing. The commission instructed town staff (referred to as Bill in the meeting) to prepare the public notice and circulate the revised plat to members ahead of the Oct. 3 hearing.

Next steps: the commission will hold the advertised public hearing on Oct. 3 and return with any public comment and final action on the plat.
