Commissioners approve phone system, equipment leases and procurement steps to cut jail pharmaceutical costs

IT Manager Charles Nininger briefed the court on a year-and-a-half evaluation of cloud phone vendors and recommended RingCentral via ETCOG as the best value. He reviewed a five-year proposal, compliance and administrative fees, e9-1-1 and federal universal service fund charges, and an implementation plan that would stage departments into the cloud-based service.
"We felt that... RingCentral was the best match for the county," Nininger said, summarizing the vendor comparison and noting the county could implement core services quickly and add enhancements later.
Road & Bridge announced a pre-bid lease purchase authorization for four dump trucks via the Texas Interlocal Purchasing System with financing through Cadence Bank (about $1,200/month per unit reported); the court approved moving forward subject to final financial terms. Mr. Davis also reported ongoing post-hurricane cleanup, TxDOT milling allotments and routine road maintenance.
Purchasing Agent Darla Haynes presented surplus and salvage listings (including swapped sheriff units and computers) for disposal, sought permission to join cooperative purchasing boards at no cost, and proposed specifications for pharmaceutical products in a request-for-proposals to reduce costs for jail and indigent prescriptions. Staff described a potential partner (IPM) that could provide Medicaid-rate pricing and mail-order options to reduce statement-processing burdens and lower per-prescription costs.
The court approved the RingCentral interlocal procurement, the dump truck lease authorization, surplus asset dispositions, cooperative membership submissions, and directed staff to proceed with pharmaceutical specifications for an RFP; all motions passed unanimously.
