Commissioners approve ambulance and library interlocal agreements but exclude Marshall animal shelter after concerns

During new business the court reviewed annual interlocal agreements between Harrison County and the City of Marshall for ambulance, library and animal shelter services for FY2024–25. Judge Sims explained the packages had not changed since the previous year and opened the floor for motions.
A commissioner moved to remove the animal shelter services from the package and approve the ambulance and library agreements separately. One commissioner expressed strong opposition to continuing the shelter arrangement without clarity from the city about fulfilling its contractual obligations, saying, "I was lied to and told by people that was pushing this through... They guaranteed me that the city of Marshall would take in these animals for the out of county. They have not done that." The commissioner characterized the city's conduct as a possible breach and asked whether the county could recover the earlier $250,000 contribution.
The sheriff noted the county provides labor support to the city’s shelter via two county inmates five days a week and said the county does contribute operationally. After discussion the court voted to approve interlocal agreements for ambulance and library services while excluding the animal shelter agreement; motion passed (vote recorded in open court).
The court did not record a city response during this meeting; commissioners asked for more information from the city before considering animal shelter services in future meetings. The court’s action preserves ambulance and library arrangements while deferring or removing the shelter agreement pending further inquiry.
