Council moves several school, grounds, parking and IT reprogramming orders to consent or committee for faster project delivery

City staff presented multiple financial orders on Dec. 5 asking the council to reprogram leftover or paused capital funds so projects could proceed more quickly and take advantage of grants and incentives.
School energy: Director Charlene Nardi and Director Ben Weil described the proposed NPS Energy Project account (24.171) — a consolidation of completed or paused energy projects and remaining balances — which would allow the school department and capital services to hire engineering work, design projects to be grant‑ready, and pursue incentives. Director Weil said consolidating funds makes the city more nimble and can accelerate projects from a five‑to‑ten‑year horizon to three‑to‑five years, with near‑term benefits such as better ventilation and classroom cooling. The council pressed staff about whether the School Committee had been notified and whether major expenditures would return to council; staff responded that this order is a reprogramming (not an appropriation) and that specific capital appropriations would be presented to council for approval when projects are identified. Some councilors sought more specificity and committee review; others favored placing the item on the consent agenda to avoid losing grant opportunities. The council ultimately voted to place certain NPS orders on the consent agenda and to continue public discussion on others.
Grounds: Supervisor Tony Kuzniarz explained order 24.172 to add leftover funds into the existing NPS Grounds account for equipment and feasibility studies (including a cedar aerator to support an organic program at Northampton High School). The council voted unanimously to put the item on the consent agenda for Dec. 19.
Garrett Garage repairs: Central Services Director Pat McCarthy said bids for guardrails, painting and roof repairs came in significantly higher than estimated; the order (24.173) combines remaining funds and proposes covering the deficit from parking receipts. Councilors framed the work as a safety priority; the council referred the item to the consent agenda after discussion and committee referral motions.
IT: The CIO described the need to use leftover capital funds to cover vendor-assisted implementation costs for an IS World upgrade required by the Assessor's Office. The council referred that order to the consent agenda for the next meeting.
Votes and next steps: Several of these financial orders were placed on the consent agenda for the Dec. 19 meeting so staff can finalize projects and pursue grant deadlines. Staff emphasized that reprogramming allows pre‑work (design, engineering) that makes projects more competitive for external funding; councilors who sought more detail were told specific appropriations and procurement choices would come back to council for approval.
