Marsha Morris recorded an abstention.
Commissioners praised revisions that made the draft more readable and noted specific sections to refine. Garrett (commissioner) moved to send the report and the appendix; the motion was seconded and carried in a roll-call vote. Members asked staff to circulate the package to council staff (Laura) before the council meeting so councilors could review it in advance.
Several commissioners urged that the submission not mark the end of engagement. Marsha Morris emphasized the distinction between symbolic acts and reparative measures, saying she was “trying to move us from symbolism to real work of reparations.” Commissioners asked staff and working groups to continue community outreach and to pursue targeted research follow-ups – for example, additional analysis of local financial-institution history and clearer sourcing for recommendations in the final report.
The commission also confirmed presentation logistics for a forthcoming City Council meeting scheduled for Thursday at 6:30 p.m.; several commissioners said they would attend to present portions of the report.
Next procedural steps noted in the meeting: staff will (1) finalize small edits and a typo correction, (2) include the appendix with the transmittal, (3) circulate the packet to council staff ahead of the meeting, and (4) continue community engagement and research work to refine recommendations for the final report.
