The Lavaca County Commissioners Court voted Sept. 23 to award RBO Technology two quotes totaling $451,681.34 to install access control and security cameras in the county annex as the first phase of a broader courthouse security plan.
Steven Greenwell, the county’s interim security adviser, told commissioners he and outside subject‑matter experts reviewed multiple vendors and platforms and recommended RBO Technology using the Genetec security platform as the best fit for the county’s needs. "We must act now. We must be proactive and not reactive," Greenwell said, summarizing the advisers' view that incremental technology improvements should be the first step.
Greenwell said the decision to start with the annex stemmed from historic‑building constraints at the main courthouse and the ability to implement access control and cameras more quickly in the annex. He described the award as phase one of a multi‑phase plan and said staff and advisers visited other facilities to evaluate platforms and costs.
The court briefly recessed into a closed (executive) session to discuss technical bid details and then returned to approve the award by motion. Commissioners were told the work will be incorporated into the October budget and that purchase orders will not be signed until Oct. 1.
The court thanked Greenwell and staff for the security assessment; the approved line items were described as building safety and security improvements to the annex.
