Northampton — Following a joint hearing with the City Council Legislative Matters Committee on Dec. 9, the Planning Board moved through several administrative items on its evening agenda.
A continuance: The board granted a continuance for a special‑permit/site‑plan request by David Jagadzinski for a second curb cut and second residential unit at 524 Park Hill Road; the hearing was continued to Jan. 9, 2025, at 7 p.m.
79 King Street: Staff recommended and the applicant for 79 King Street (represented by Jeff Spiritos of 79 King Street LLC) asked the board to allow an administrative amendment to reconfigure unit sizes. Staff described that the amendment involves no changes to building footprint, height or site access; instead, internal unit layouts would be adjusted to create a greater number of smaller units while maintaining parking at 65 spaces. Spiritos said the change could support mixed‑income housing options and allow the project to pursue different financing. The board agreed the change could be handled administratively.
Board members asked clarifying questions about the unit counts in the transcript: staff said the project involved a reconfiguration of existing units (transcript references both '88 units' and later a figure that reads as '20 units'); the recording contains an inconsistency on the precise numeric phrasing and staff indicated the proposal is to reduce unit size to enable an increased unit count within the same building envelope. That numeric inconsistency is noted as a clarifying detail and will be verified in staff materials prior to any building permits.
Other business: The board approved a homeowners‑association name change (presented by Robert Salucci, a manager for the association) to formalize the group’s new name, and it endorsed an ANR for 723 Ryan Road after staff confirmed the lot meets the 175‑foot frontage requirement.
The board adjourned and will reconvene on Jan. 9, 2025 to continue outstanding matters.
