County staff reported that the GLO contract 22085052B305 (emergency communications towers) yielded a single responsive bid from LCRA for $4,998,000, which the staff noted is roughly $73,777.36 above the county's construction budget. Staff told the court the bid package is complete but recommended following GLO procedures that can require rebidding when only one valid bid is received.

Commissioners expressed concern about the procurement timeline and about earlier actions that delayed the project; one commissioner asked why a rebid template agenda included language to "reject" a bid before the court had fully discussed the submission. Multiple members said they had not received briefings in advance and asked for more time and for the absent commissioner to participate in the decision.

After discussion the court moved and seconded a motion to table the agenda item for more review and possible negotiated adjustments. The same action caused related items—an interlocal/multi‑use agreement and cooperative purchasing steps tied to the project—to be postponed to a later date. The court did not accept or reject LCRA's bid at this meeting.

Staff recorded the project construction timeframe in the bid package as 399 days to substantial completion and reiterated the financial gap that rebidding or negotiation must address. The court directed staff to schedule follow‑up review, suggested a special meeting or closed session would be required for contracting negotiations, and tabled the decision until commissioners and the absent member could be present.
