Gonzales County commissioners approve environmental survey, drone software, address signs and juvenile placement contracts

GONZALES COUNTY — At its Dec. 16 meeting, the Gonzales County Commissioners Court approved a string of administrative and operational measures, including environmental testing for the annex, software to link drone feeds across agencies, a public address‑sign program and juvenile placement contracts.
The court approved contracting Clean Environments for the annex Phase I environmental site assessment and hazardous‑materials survey; CPM Texas had recommended the firm and the court voted to move forward. The court also rescinded a prior, slower survey direction and approved Whitecap Survey Company to complete the annex property survey on an expedited schedule.
Office of Emergency Management staff proposed selling 911 address signs for a cost‑recovery fee of $25 for one‑sided numbers and $30 for double‑sided signs. Staff told commissioners the program is intended "not [to be] a profit making thing" and will help first responders locate properties; the court authorized the program and directed staff to coordinate accounting with the treasurer.
The court approved a DroneSense contract for the county fire marshal, funded in the current budget at $1,100; staff said training for the system comes at no additional cost and that the software allows agencies to share drone video during large events. Commissioners also approved contracts with Youth Opportunity Investments LLC (dba Rockdale Youth Academy) for both long‑term and short‑term residential placement of juvenile offenders, citing limited available beds elsewhere.
Finally, the court approved budget amendments and read and approved bills presented at the meeting.
All motions described above carried on voice votes at the meeting; staff identified next steps for execution and coordination with the auditor/treasurer as necessary.
