Gonzales approves moving ahead with 2020 CDBG‑MIT Tinsley Creek work and bidding as designed

City staff briefed the Gonzales City Council on Oct. 17 about the 2020 Community Development Block Grant Mitigation (CDBG‑MIT) project for Tinsley Creek and asked direction on whether to seek a scope change.
Staff said the city had contacted the Texas General Land Office (GLO) and confirmed a scope change was possible but that the city has a narrow window to submit revisions. Staff also reported the grant account has already incurred roughly $230,000 in expenditures, with about half of that going to engineering, environmental review and administration.
Councilmembers debated options, including limiting the scope so the city could use grant funding for lower‑cost channel/vegetation cleanouts rather than removing and replacing some bridges. One councilmember summed that approach by saying he did not want “to spend city money tearing down bridges and rebuilding bridges that aren't damaged,” and staff noted some work (for example, lowering a pipe at St. Vincent) could remain in scope.
After discussion, a motion to proceed with the 2020 CDBG‑MIT Tinsley Creek project as proposed and to advertise bids carried unanimously. Staff said the next steps are to bid the existing design, review submitted bid prices and then refine the work plan if necessary based on actual costs.
Council asked staff to document expected additional city costs and to return with any formal scope revisions if they are needed before construction begins.
