Bandera council adopts 2025–2035 rural economic development plan with restroom and disc-golf additions

The City of Bandera City Council on a unanimous vote approved Resolution 2024-037, accepting the city—s 2025—2035 Rural Economic Development Plan and adding specific language to park projects for restrooms and disc-golf improvements.

Speaker 3 moved to approve the resolution "accepting the city of Bandera's 2025 through 2035 rural economic development plan with the addition of language around restrooms and disc golf improvements within the park improvement section" and to change item number 6 to "career and technology education." The presiding officer noted a second and called for a vote. The council responded "all in favor" with none opposed, and the resolution was adopted.

Council members and staff framed the vote after a public hearing in which GrantWorks consultants and members of the public discussed which projects from the strategic plan should be prioritized for Phase 2 grant funding under the city—s Texas Community Development Block Grant (contract CRP220178). Several council members emphasized that adopting the plan tonight did not finalize project order and that the plan can be revisited for future grant applications.

The council deliberated about keeping park master-plan specifics flexible so the city can apply for grants across multiple park components. Council members requested explicit inclusion of restroom facilities and disc-golf improvements in the park project scope to ensure those elements are eligible for future grants.

Next steps: With Resolution 2024-037 adopted, staff and GrantWorks will proceed with the plan as a basis for pursuing Phase 2 funding opportunities; the council noted the plan may be refined and updated as grant opportunities arise.
