Atascosa County commissioners approve routine hires, contracts and subdivision plats

Atascosa County Commissioners Court on Sept. 9 approved a set of routine but substantive administrative actions, including personnel hires across multiple departments, contracts for election-document management and architectural services, several subdivision approvals, and authorization to repair a county communications tower.
Election-office staff asked the court to enter into an agreement with Vista Solutions Group for document-management software to digitize election documents, voter registration records and campaign finance reports. Staff told commissioners the service will improve searchability and record-keeping; the contract terms include a $4,800 annual fee and a one-time $8,950 setup fee to be paid from chapter 19 funds and fund 012435685. Commissioner Riley moved to approve the agreement; Commissioner Pettis seconded and the motion carried.
The court approved a roughly $37,000 architectural proposal from Davis Powell Architects to prepare documents for an addition to the county Tax Office so builders can price construction. Commissioner Mark Gillespie said Powell had worked on several county projects and recommended moving forward with design work; the court approved the engagement.
Sheriff Sauer reported a county communications tower west of Jourdanton was found to be leaning. He said technicians identified the need to replace and tighten guy wires, and the contractor’s quote was $3,876. The court approved payment as requested.
Multiple personnel items were approved across departments: hiring an assistant public defender (David Cuellar), an IT technician assistant (James Heckler), new road crew members for Precinct 3, several deputy clerk hires and promotions (including Ashley Reynolds, Andrea Villalobos, Jackie Paloszcz, McCarroll Aguero), and multiple sheriff’s office hires with stated tier salaries, uniform allowances and probation periods. Commissioners moved and carried each motion as presented.
Land-use items approved included the Trinom Addition subdivision (West FM 476, Precinct 3), the Flores Family Ranch subdivision (County Road 308A, Precinct 3) and the replat of Woodland Hill Subdivision Lot 46 (Precinct 1); staff said each met office requirements and recommended approval.
Treasurer Laura Pavelic asked the court to approve publication of the August 2024 treasurer’s report in the newspaper and on the county website; commissioners approved publication and noted the county’s numbers were slightly improved compared with prior cycles.
County clerk Teresa Carrasco requested the annual setting of sheriff and constable fees under Local Government Code 118.131; no fee changes were requested and the court approved the fees. The clerk reminded the court that fees must be set before Oct. 1 and reported to the state comptroller by Oct. 15.
Most items were handled without extended discussion; motions were made, seconded and recorded as 'motion carries.' The court recessed briefly for an executive session and approved invoices and payroll before adjourning. Next regular court is scheduled for Monday, Sept. 23, 2024.
