Atascosa County approves multiple hires, promotions and pay adjustments

Atascosa County Commissioners Court approved several personnel hires and pay adjustments during its December 2024 meeting, moving a number of new and existing employees into specified positions and salary tiers.
The court approved hiring Leticia Rivera as a kennel technician at an annual salary of $36,000, funded from salary budget code 012478404, with a start date of the following day. The motion to approve was made by Commissioner Gillespie and seconded by Commissioner Bowen and carried by voice vote.
The court also approved pay adjustments for existing kennel technicians: Jared Martinez and Mariano Rodriguez were each moved to $40,000 annually (same budget code). Commissioners noted a pattern of hiring followed by 90-day promotions during discussion.
The court approved hiring Dustin James Crady as a tier-3 juvenile supervision officer at $43,700 annually with a planned start date of Dec. 16 and pending physical/drug tests. Commissioner Perez moved the hire and the court approved it by voice vote.
Two EMS hires were approved: Iris (paramedic) at $22.22 per hour and Sergio Leyba as a PRN EMT at $15 per hour; their physicals and drug tests were confirmed complete. Additional hires approved included an IT technician (start Jan. 1, 2025) at $47,000 annually.
In the Sheriff's Office, the court approved promotions and tier moves after completion of 90-day probationary periods: Deputy Timothy Lemus moved to tier 1 at $58,000 with standard allowances; correction officer Yancey Bays moved to tier 2 at $40,900; and Madeline Romo moved to tier 2 at $49,000. These changes were presented by the sheriff’s office and carried by voice vote.
Judge Russell Prasifka brought forward an item proposing a $50-per-child monthly stipend for Justice Court Precinct 4 juvenile case manager Irene Torres, to be paid from the local truancy prevention diversion fund. The court, citing the need for additional documentation from the treasurer and auditors, voted to table that item until the first meeting in January. "I would like to make a motion on number 7 to table it until the first meeting in January," Judge Prasifka said as he moved to defer the item.
The court recorded motions, seconds and carried outcomes by voice votes for the above personnel items. No roll-call tallies were recorded on the transcript.
The court adjourned the personnel business and proceeded to other agenda items.
