Councilmembers discussed safety concerns on Whiskey Road after a resident reported two accidents in close succession, but the council did not adopt any new speed limits or immediate regulatory changes.
Council members and staff explained jurisdictional limits for the corridor: Whiskey Road is under county maintenance and speed‑limit changes on county roads generally require a county‑ordered speed study performed by MnDOT. Staff recommended collecting baseline speed data with a portable speed sign so the city knows what typical travel speeds are before requesting a formal study. The city’s traffic staff estimated a corridor traffic calming evaluation would cost about $5,000 and suggested options including narrower lane striping, bump‑outs to shorten crosswalks, raised crosswalks, crosswalk frequency, curb additions and, where warranted, roundabouts.
Police clarified enforcement limitations. The police chief said council members cannot direct officers to issue tickets; officers retain discretion based on circumstances. Council members asked whether enforcement could be stricter; police explained there is no fixed numeric threshold for ticketing and enforcement should focus on changing behavior.
Council asked staff to proceed with data collection (staff said a speed sign would be installed this week) and to contact the county to explore cost‑sharing for a traffic calming study. No formal council motion to change speed limits or assume county jurisdiction was recorded during the meeting.
